USEPA Finalizes Cross-States Air Pollution Rule

The EPA announced today that it had finalized a rule aimed at reducing pollution that crosses state lines and attaining clean air standards under the Clean Air Act.

Formally known as the Cross-State Air Pollution Rule (CSAPR), this rule requires 27 states in the eastern U.S. to significantly improve air quality by reducing power plant emissions that contribute to ozone and/or fine particle pollution in other states
 
The CSAPR replaces EPA’s 2005 Clean Air Interstate Rule (CAIR), which the U.S. Court of Appeals for the D.C. Circuit ordered EPA to revise in 2008. The court allowed CAIR to remain in place temporarily while the EPA worked to finalize today’s replacement rule, the agency said.
 
EPA also said in today’s announcement that the CSAPR will cut hundreds of thousands of tons of sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions that form soot and smog. Elaborating on these predictions, EPA predicted that the rule, along with other state and EPA actions, will reduce SO2 emissions by 73 percent from 2005 levels and NOx emissions by 54 percent.
