On September 1, 2009, the Water Quality Control Board conducted a special meeting at which it raised the fees on industry by $1.4 million. Officials for the TDEC Division of Water Pollution Control told the Board that the fee increase was necessary to keep the same level of staffing for permitting and related activities. Opponents argued that the fee increase was not justified based on workload analysis and current level of effort.
